A $10,000 fine was levied by the state Fair Political Practices Commission against sponsors of a Santa Clara County group that supported a county tax measure to finance new jail construction. The commission said that Taxpayers Against Crime and Violence raised more than $114,000 but filed no financial disclosures until a week after the November, 1983, election. The group “concealed important information” about the sources of its money, the commission added. The state agency also fined a committee supporting State Sen. Paul B. Carpenter (D-Cypress) $2,000 for distributing two campaign mailers without identifying the sender. And Bruce Ashwill, supporter of state Sen. John Doolittle (R-Citrus Heights), was fined $2,000 for secretly giving to Democratic contender Jack Hornsby the money that helped him draw enough votes from independent Ray Johnson to give Doolittle a narrow victory.
