Head of Civil Rights for Education Dept. Quits

WASHINGTON — Harry Singleton, director of the Education Department’s civil rights office, is resigning to become a private consultant, Education Secretary William J. Bennett said Thursday.
“Harry Singleton brought much needed management and policy direction to the Office of Civil Rights,†Bennett said. “He has vigorously enforced our nation’s civil rights laws and contributed substantially to the goal of desegregation, while rejecting unjustified reliance on numerical goals and quotas.â€
