Pacific Gas & Electric said its profit for the third quarter ended Sept. 30 rose 19.7% while its revenue rose 4%. Frederick W. Mielke Jr., chairman and chief executive of the gas and electric utility, said the increase was the result of “exercising strict cost controls.” The third-quarter income figure includes $55.2 million that may be refunded pending a decision expected this year by the state Public Utilities Commission.
