Lech Walesa, former leader of Poland’s banned Solidarity union, condemned as blackmail a hint by Polish Premier Wojciech Jaruzelski that he may grant amnesty to political opponents if there is a high turnout in Polish parliamentary elections Oct. 13. “My first reaction is that this is blackmail,†Walesa said by telephone from his home in Gdansk. In an interview with the Washington Post, Jaruzelski said a turnout of 75% to 85% in the elections would be “of great importance to the decision to announce another amnesty†because it would indicate a high level of national stability. Solidarity is urging a boycott of the elections.
