Peru’s top military leader resigned at the request of President Alan Garcia, who accused the military command of having maintained a “policy of disinformation†in the five-year-old war against Maoist guerrillas. Air force Gen. Cesar Enrico Praelli, head of the command, will be replaced by Gen. Luis Abram, also of the air force. Garcia has accused his predecessor, Fernando Belaunde Terry, of ignoring reports of human rights violations by military and police.
