An Ohio official ruled against Wheeling-Pittsburgh.

The administrator of the state’s unemployment compensation fund ruled that Ohio’s 4,300 striking Wheeling-Pittsburgh workers are entitled to jobless benefits because they are the victims of a company lockout. The ruling came one day after a federal judge in Pittsburgh denied a company request to bar steelworkers in Ohio, Pennsylvania and West Virginia from receiving benefits.
