The City Council approved a zone change last week that will allow a planned development in a residential area on Monterey Avenue in Baldwin Park. The city now has about 120 single-family units under way in its downtown area. The homes share yards but are not condominiums, according to a city spokesman, who said sale of condominiums has slowed this year.
