Los Angeles grew some during 1984, but not much. The City Council learned from legislative aide Mike Karsch that the year’s population increase was 36,426, or 1.7%, bringing the city’s total by last Jan. 1 to 3,144,795. The figures were arrived at on the basis of 1980 census data and new statistics. They will be submitted to the state Department of Finance for the purposes of determining state and federal financial aid.
