Carbide Delays Production

INSTITUTE, W.Va. — Union Carbide Corp., scheduled to resume production here today of methyl isocyanate, the chemical that killed more than 2,000 people at its plant in India, said it will delay the restart for at least 24 hours because of “minor mechanical and instrument†problems.
