The Soviet Union is building bases for more intermediate-range SS-20 missiles despite Mikhail S. Gorbachev’s announcement of a seven-month moratorium on deployment, the Sunday Times of London asserted. Quoting unnamed officials in Washington, the paper said Western intelligence agencies have detected the construction of 11 new bases, which they said would indicate that Moscow is preparing to deploy 99 more missiles. Most of the rockets would be targeted on Western Europe, the officials were quoted as saying.
