Daniel G. Kelly Jr. was named vice president, general counsel and secretary of Kaufman & Broad, Los Angeles. He is a former senior vice president of the investment banking division of Lehman Bros.
Occidental Petroleum, Los Angeles, named Frank Ashley vice president-communications.
John Severson was appointed controller and acting chief financial officer for Jet America Airlines, Long Beach.
Micom Systems, Simi Valley, named Bertram H. Witham a director. He is a former treasurer of IBM.
Louis J. Barnard was promoted to vice president-human resources for Burbank-based Lockheed. He succeeds Norman L. Benjamin, who is retiring.
Benjamin was recently appointed by President Reagan to the new President’s Advisory Committee on Mediation and Conciliation.
CALIFORNIA
Stavro E. Prodromou joined Fairchild Camera & Instrument, Mountain View, as vice president and general manager of its analogue unit. He formerly headed his own Palos Verdes consulting firm, Sepro Technology, and was senior vice president-operations at Mattel Electronics in Hawthorne.
NATION
Charles Crain has been named president of Hawaiian Telephone Co., a unit of GTE Corp. He previously was executive vice president of General Telephone of California, Santa Monica, and will be succeeded there by E. Robert Wellman.
