Robert Armstrong, 61, a Downey lawyer who lives in Long Beach, was named to the Los Angeles County Superior Court, replacing the late Stephen Stothers. Gov. George Deukmejian also named Municipal Judge Eugene Bishop, 55, of the Desert Judicial District, and former judge William Bailey Jr., 46, of the Three Lakes Judicial District, to newly created positions on the Riverside County Superior Court. Richard Stanford Jr., 38, of Fullerton, a deputy Orange County district attorney, was named a Municipal judge for the Central Orange County Judicial District. Superior Court judges are paid $72,763, Municipal Court judges $66,449.
