O’Neill to Lead Group to Moscow for Talks

WASHINGTON — House Speaker Thomas P. (Tip) O’Neill Jr. will lead a group of congressmen to Moscow next month to visit Soviet officials, it was announced Friday.
The visit, which will be made at the invitation of Politburo member Vladimir Shcherbitsky, is intended to “help contribute to better understanding and improved relations” between the two nations, a spokesman for O’Neill said.
