Defense Secretary Caspar W. Weinberger told European allies that the multibillion-dollar “Star Wars†defense system can be financed without cutting U.S. conventional forces in Europe, and he called for allied participation in the project. Weinberger spoke after meeting West German officials on the fifth day of a European tour aimed at building support for defense program. West German Chancellor Helmut Kohl has expressed general support, but other European leaders fear that “Star Wars†development costs would require reductions in U.S. overseas forces.
