Taiwan Won’t Extradite 2 Suspects in Liu Slaying

TAIPEI, Taiwan — A Taiwan government minister said Friday that his country refuses to extradite two reputed gangsters sought in California for the killing of a Chinese-American writer.

Justice Minister Shih Chi-yang told a news conference that Chen Chi-li, 39, and Wu Tun, 34, would be prosecuted in Taiwan under Nationalist Chinese laws if an investigation leads to charges in the slaying last October of Henry Liu.

“It would be absolutely impossible to extradite the two,” Chih said. The United States and Taiwan do not have an extradition treaty.

Shot in Garage

Shih did not say what charges the government might lodge or whether U.S. authorities would be invited to attend the trial.

Two men on bicycles shot and killed Liu, 52, in the garage of his home in Daly City, Calif. on Oct. 15. Liu was a critic of the Nationalist Chinese government.

Three officials of the Defense Ministry’s intelligence bureau have already been implicated in the slaying, but the extent of their involvement is still unclear.
