Head of U.S. Delegation to Security Talks Named

WASHINGTON — Ambassador Richard Schifter, the U.S. representative to the U.N. Human Rights Commission, has been appointed to head the American delegation to a coming six-week meeting of the Conference on Security and Cooperation in Europe, the State Department announced Wednesday.
