Retired County Official Returns as Planning Representative
H.G. (George) Osborne has returned to county government. Osborne, the first director of the county’s giant Environmental Management Agency until his retirement in 1980, was recently appointed to the county Planning Commission by Supervisor Bruce Nestande. Osborne, now a private consultant and executive director of the Santa Ana River Flood Protection Agency, replaces Charlotte Mousel as the commission’s 3rd District representative. Supervisor Thomas Riley named Thomas Moody of Laguna Niguel to represent the 5th District on the commission. Moody, a member of the Laguna Niguel Community Council, succeeds William MacDougall, who resigned to take a state job.
