Kelly’s Pet Hotel owner Ruby Mae Brown, who was convicted last year on 20 counts of mistreating animals, was cited Tuesday for having in her Clairemont boarding facility more than 12 dogs--the maximum she is allowed under a court order. County animal control officers, San Diego police officers and representatives of the Humane Society of San Diego inspected Brown’s kennel and cited her Tuesday afternoon, said Bill Robinson, a Police Department spokesman. During the inspection, officers found a dead dog and arrested an acquaintance of Brown’s, Bernie Allen, 69. Allen allegedly attempted to obstruct police officers when they entered the boarding facility, which Robinson described as “a mess.†Humane Society officers raided Brown’s kennel at 1125 W. Morena Blvd. last January and impounded three dead dogs. At the time of that raid, a spokesman for the Animal Regulation Department said his office had 11 complaints against Brown. Brown eventually was fined $1,500 and spent 30 days in jail on charges of cruelty to animals.
