Planning Official Dies:Harry Aspinall, who had served for more than 20 years on the Planning Commission, has died of cancer. He was 64 years old. His death came less than a month after the death of Planning Commissioner Robert Allen, 70, who also died of cancer. Allen, who was retired, served on the commission for four years and was chairman from 1983 through 1984, said city planner Dennis Mackay. Aspinall, an industrial engineer, was first appointed to the commission in 1959 and served as chairman during his career. On Tuesday, the City Council is scheduled to begin interviewing candidates to fill the two openings on the five-member panel.
