An overflowing dam in Mexico’s Rio Yaqi reservoir complex forced the evacuation of 20,000 people, while cascading water cut off the Pan American Highway and isolated several towns. The highway was cut south of Ciudad Obregon, about 240 miles south of the California border. Troops were deployed to help the evacuees.
